Is copper safe to drink from?

At an antique store a while back, I purchased an “almost matching” set of four copper cups. Three are labeled as “solid copper” on the bottom and do appear to be 100% copper. The fourth is copper on the outside, with a grey metal (might be tin or aluminium, I’m fairly sure it’s not steel) on the inside.

Are these safe to drink from? Or can they be *made* safe to drink from?

Also, there is some tarnishing on the copper. Particularly inside the 3 solid copper cups. What are some good ways to clean it? Preferably with minimal use of nasty chemicals.

If you are just drinking water from the cups, I would say you are safe to do so. Acidic juices could dissolve the copper, and too much copper is not good for you. The grey metal is probably pewter, since this was a common material to make cups and other items from.
You could try the cleaning agents used on copper coins to remove the tarnish, but I don’t think it would work very well since the coin collectors are interested in preserving the coin and not in removing the tarnish.
There are several products that will remove the tarnish, you just need to be careful and be ready to wash off any material you get on yourself. You can get some vinyl gloves to prevent the product from getting on your hands.
