What is a solid safe investment?
Money burns a hole in my pocket.
I need something where I can draw cash out in an emergency with no penalties, but would be hard to pull out for fun on friday night.

A money market account at a major mutual fund company (like Fidelity or Vanguard) might work.
Just don’t set it up for ATM access. You will still have access to your money, but you’d have to transfer the money to your checking account first, which would take a day or two.
